Can someone explain to a complete moron how I can mod the game? I still play the campaign

Generally, you use Script Hook: http://www.dev-c.com/rdr2/scripthookrdr2/

It just goes in your game folder, as I recall. I did have some luck doing it on a pirated copy, too, which is nice because Rockstar are assholes about breaking mod functionality with updates semi-regularly.

I imagine the story would look very differently if the horses became cars lol

Hah I meant I still re play the campaign over and over having finished it a while ago.
