So they are eventually going to stop selling 3D printers there, right? One small region without these devices. No big deal, I guess.

So what. The rich ones will find a way anyway.
California is the fifth largest economy in the entire world dude.
And you, dude, think that means something.
Also they think that places next to California don't exist. And that a overall ban will hurt the sellers more then the area. Oh and they will not just have a black market (more like people just ignoring the ban).
