7th gen i5 business laptops already had hardware TPMs included.
So I'd guess this is either a heavily business sided feature or most OEM machines (not DIYs motherboards or systemintegrators just buying off-the-shelve hardware in bulk!) like the ones from HP, Dell, Lenovo probably had those fpr whatever reason as well.
The same way as users have set up a bridge between Matrix and discord.
Why the UK? It's a single market against the whole of the EU, the US and China. It's size is not really relevant.

It's just that almost every phone plan includes sms (dunno about mms) nowadays. So it's a no brainer and those that are getting pre paid sims probably only need it for calling anyways.

In this case they admitted to be helping piracy of Nintendo games (no matter if it's actually true or not). They settled on a sum to pay back and were ordered to halt development work forever in their lives with anything regarding emulation, nintendo and their products.
