Because the cigarette lighter plug totally supplies enough wattage to power a heat plate that gets hot enough to burn pancakes

But Energy is Power times Time. So could you just slowly heat up a plate which „stores“ the heat energy long enough to get hot enough?

No, because it will dissipate such heat.

If you put it in a vacuum and cover it with reflective surfaces, though...
