Is that a Japanese org like RIAA or MPAA?
Korean anti piracy org.
They're a publisher (Manga, Manhwa, games, etc) in Korea that formed an anti-piracy coalition with a bunch of Asian publishers
Maybe they could also improve quality, while they're at it. I'm not hating, I also read manhwas, but a lot of them are... yeesh.

Quite a lot. Those DMCAed titles from Kakao are all from them (originally published on their platform in Korea) so yeah they're quite big. And they do all sorts of other biz like KakaoTalk (de facto messaging service in Korea) and even a fucking bank.
A comics company cornering the instant messaging space of all things is surprising.
The reverse situation would be like WhatsApp being a comic publishing company.
Your "reverse situation" is exactly what happened to Kakao. Started as small messenger, expanding into other businesses as such.
Makes sense.
