troika is a defunct game studio founded by fallout creator tim cain and his friends. Lemmy is the simpsons character who is friends with Carl. I'm not sure what the chariot has to do with anything, maybe OP just likes Ben Hur?

What. Troika used to refer to Russian three horse wagons and was later used for the Kamenev, Zinoviev, Stalin period of co-leadership. Three person rule or triumvirate.
