Cos if so why can I see a whole bunch of mod actions on the lemmy.ml mod-log but not here? If it doesn't how/why would any other instance respect a moderation action by another instance let alone know about it?

Not everything federates. Not everything needs to. For example, if you ban a user from a local community, that action is handled locally.

I think. I'm not completely clear on which data is stored on your instance and which is on the remote instance.

Banning a local user from a local community does actually federate already
