I want to study Oxford's "English Language and Literature" without going in debt for it. So far I've found a couple of PDFs which provide quite a reading list and the course's structure, but it's no course content. I'm really curious if there's a place for what I'm looking for.

I've never heard of someone sharing university course material on a tracker or similar for people to download. But have you checked whether there are any MOOCs from reputable universities that are similar to the one you linked? They are often free.

Was very common in my uni. We had our full degree on mega so could read ahead.

Meanwhile at my college the instructors only publish the current week and previous weeks, can't even read ahead within the damn class

Yeah I have't yet searched for that of a lesser university, perhaps I could combine multiple of them since I won't stop either way.
