Tim Snyder wrote about this. Part of their game is to tear down everyone else's ability to say or do anything, to the point where the most laughably weak or unconvincing piss can stand as "winning" because they're destroyed anything that might laugh it off and discard it, as might happen in a healthy society.

The stumbling point comes when they encounter something that exists outside their little arena where they were able to weaken everybody to the point that their weak-sauce bullshit could actually succeed.
