Understand this: they're not his own EOs (well, maybe this one is) - I think by now they've got his choke chain short enough that he's actually getting committee approval before doing stuff, even stuff like this may be his idea, may be his words, but the timing of the EO and the language on paper as well as the press release delivery has all been considered for maximum effect by people who know what the hell happens when stuff like this goes out in the press.

He's shot off his mouth about the multiple flushes many times in the past. The strategy committee decided that now was the time to use an actual EO of the concept to fill the news cycle with their crap instead of somebody else's.
