It doesn't need to be absolute in success, it just needs to be applied arbitrarily to further abuse out-groups.

No, that is the intended effect. Their enemies will become criminals, which means they can arrest them and use them to justify further state power.

They don't care about crime at all, it's just a dogwhistle for black and brown people. If anything, this is a benefit because it means they can inflict harm on more people they don't like during the "crackdown".
