It's either reductionist "Blame the government, not the people!" or holist "The world is at fault" with you people, you just can't bring yourself to call out Western exploitation of the Global South.

There are at least 3 settler-colonies in the last panel that, in the past and as we speak, actively commit genocide, ethnic cleansing, destabilization of Global South states and other crimes, which were created and continuously enabled by the remaining featured countries, 4 of which were former empires that continue their legacy through neocolonialism. The rest, whom benefit greatly from said neocolonialism or are direct perpetrators themselves, are comprador states practicing systemic violence and repression on those that so much as sympathize with Dewesternization and anti-imperialism, states that harbor a shit ton of Nazis and states that are happy to murder immigrants and asylum seekers escaping the violence perpetrated by said states.

In order of apperance:

EDIT: I confused Indonesia for Monaco, lmao.

Don't have a specific link right now but the civilian death toll from the Japanese operations in Manchuria is most likely above 10 million. There are also several ethnic minorities in Japan that have been colonized by them relatively recently e.g. Okinawa, ehich is also secondarily occupied by a huge US base.

I think it's Indonesia, not Monaco. The flags are very similar, but the Indonesian one is slightly lighter red.

oh woops, thanks for pointing that out. I guess I don't have a great resource on Indonesia either other than The Jakarta Method, so I'll just add that.
