Socialism is when the workers own the means of production not when the government does stuff.
Nazi Germany was socialist because it had hospitals. Rome was socialist because of aqueducts. Every country with roads is socialist

It's never too late to un-embarass yourself. But right now, I want you to tell me what you think Socialism is, and then I'm probably going to point and laugh at you
