Chest plates are meant to cover your heart lungs and as much of your upper chest as possible. Stomach wounds are not as fatal as a neck shot.

That's true, but they are debilitating enough to hold you still for a follow up shot

Almost any gunshot wound is. Plates are meant to stop, as my medic friend says, the off switch from getting flicked.
