On a quick conversion, 200 USD is half what people ask in my country for a new, marginally decent laptop. If quality of the laptop you're considering getting is on par, I doubt it'll run anything big from after 2006. At most I can see it being used as a machine for emulation, playing simpler indie games, and playing older Windows games.
Also, with such a laptop, I'd be considering already either some very light Linux system, or Windows XP or Vista.
