I mean, we also have "bis dann" (literally, "until later") which never gets an actual answer either. Definitely not a "German" thing to do.

No, that's not quite right.

"Bis dann." translates to "Until then [when we meet again].".
"Bis später." would be "Until later.".

And if someone says "Bis später.", I do expect to meet them again on that day.

The (south) German stance is: Why talk at all if we don't commit to a meeting or why ask how are you if you don't want an honest answer. It's not better or worse, just a cultural difference.
