You can select GTK themes under:
System Settings > Colors & Themes > Application Style > Configure GNOME/GTK Application Style
For Flatpaks you need to run
pacman -S xdg-desktop-portal xdg-desktop-portal-kde xdg-desktop-portal-gtk
