That the police can even be weaponized against random people by random people is so messed up. There needs to be a restructuring.

No, there needs to be stiffer penalties for doing this nonsense, both on the false 911 report side as well as on the police misconduct side. I don't know about you, but I don't want police hesitating if there's a legitimate emergency, and it's very hard to know if something is a legitimate emergency.
