... On August 21st, 2023, Deputy David Steckman was at his home in Commerce City practicing malfunction techniques with his duty rifle. At the time, the rifle contained a loaded magazine and had a round in the chamber. The rifle discharged, and sent a bullet through his bedroom wall and into a neighbor's kitchen.

After the shot was fired, the deputy quickly went to his neighbor's house to make sure everyone was okay. He immediately called Commerce City Police, who responded to the scene and investigated. The deputy also immediately alerted DSD commanders of the incident.

In the incident report, Deputy Steckman noted his failure to check that the rifle was not loaded.

"So what I was going to practice was a fail to fire drill indicating either an unloaded chamber or a round that did not work. And then I simply failed to check and make sure the rifle was cleared before I did that. I started to do the malfunction. I swept the safety off. I pressed the trigger and it discharged," Steckman said.

"The best I can think is, I got enthralled in doing the malfunction as opposed to checking and doing the things I needed to do with the rifle," Steckman said in an internal report. ...

… The Wisconsin Department of Justice still hasn’t released information on what led to the traffic stop or who was driving the vehicle.

But from an earlier report, we know that:

… City of Monona Police Chief Brian Chaney says “I’m sensitive to the fact that there are three families in mourning. We wouldn’t be good human beings, I wouldn’t be a good human being if I wasn’t saddened by the fact that there was a loss of life.”

Following this deadly crash, the department made temporary changes to their chase policy as questions arose into the details of this crash and the circumstances around it.

Chief Chaney goes on to say, “...we are going to take pause. I think the community expects us to take pause. I wouldn’t be a good police chief if I didn’t say let’s take a deeper dive and look into this and I’m answerable to the public.” ...

… The officer that conducted the traffic stop and subsequent chase has been placed on administrative leave per department police. That officer has full support from the Chief.

“I know that the officer involved in this case initiated a traffic stop based on sound legal [grounds], and by policy rationale and reasoning, it was a legal attempt to stop this vehicle and I’m comfortable saying that at this point,” says Chaney. …
