You can always use apk mod instead of paying, these thing with virtual cards dont always work! I had many people tell me "I did it with vpn and worked" or "I got this from turkey using google play without vpn", I did follow their steps but it didn't work. There was also a guy, who was trying for a month with vpn and virtual card, to get netflix from turkey, every single day, and it worked, but does it worth ?
Generally Its a hit or miss.
