The OP is about a different country, it's possible 'most people' in that place do live 'downtown'. But even if it's not most, still there's a whole lot of people in every country who live in bigger density situations, often there is no ground level outside space free for new installations.

This is a miscommunication, you two are not really in disagreement as far as I can see. If someone {presents as an effeminate man} AND {they say they're non-binary} => {they are non-binary}. However if someone {presents as an effeminate man} AND does NOT {say they're non-binary}...... Then it's not sufficient.
I'm a middle- aged millennial going through an undergraduate university course, in my first year I had to teach some of my group work partners how to move files from one folder to another in windows.
And these are students who have chosen modules in electrical engineering, so they have more technical/ computer education than most at that age...
