That's kind of the impression I got but thought maybe I was just mistaken because I haven't actually been hands-on with this project. That's unfortunate to hear.
Where I live, the way contract law (at least in regards to employment) works is generally you can't alter terms (by imposing additional restrictions) after both parties have agreed to it unless there is some form of compensation provided for the restricted party in exchange for agreeing to those additional restrictions.
Unfortunately, it’s not good for user privacy and it will make the site difficult to access over VPNs, proxies, and TOR.
Difficult, but not impossible (unless the site owner also goes and futher implements additional measures like ASN blocking for known proxies/VPNs/etc), just solve a captcha and you should be on your way pretty much.
