Not sure. You can run your own instance right now so they have enabled that but you can't yet federate with the main instance. I believe you can store your own data in your own instance though but I'm not sure.
So you are of the opinion that the bluesky devs are currently lying about working to get it federated?

The plan for bluesky to for people to start their own instances and decentralize.
I upgraded to 11 and honestly it's about the same. Very familiar and fast. I've had no problems with it in the 3 years I've been using it. If I had the preference I'd use 10 but only by a very slim margin as they are virtually identical in day to day usage. I do think it's faster.
