Fragmenration is not preferred by most users and many of the services and systems these two run require large international teams. That's not to say that they don't need to be checked by antitrust.

What would the world look like if we fragmented the tech giants but then regulated them by requiring open standards so that things could mix and match as customers see fit?

I am not saying that it couldn't be split but a thousand companies doesn't sound a good idea. Some of the stuff they do cannot be done at that size I would suspect.
