It's still in closed beta. You can't "just sign up."

You can. You sign up on the website, you get an email telling you to install the app a day or two later. It's a very open "closed beta"

And on Android, you just have to download the apk. I believe the delay is just a Testpilot thing.

You can try this but I don't know if it will work not logged in. It's the link from "Download Loops APK": https://loops.video/beta/app/android
