The move by Apple and Google carries risk.

Under the law, companies doing business with TikTok can face fines of $5,000 per user who is still able to access the app. The penalties could add up to hundreds of billions of dollars.

Doesn't it mean Trump has got them by their balls now?

Yes. And the statute of limitations is a year into the next admin. This agreement is them acknowledging that they're breaking the law.
