It doesn't matter that you don't think it is. You weren't there, she was, and she was startled.
If you're taking exception to the word "terrorizing", it could just be a translation thing.
Being startled is a long way from being terrorized. While it may be a translation thing, it's more likely this was a clickbairt title. "Woman was Startled by a Robot Waiting Patiently Behind Her" just doesn't have the same punch.
I am terrorizing my local community by being trans and by your logic their opinion is valid.
I get startled by low hanging branches. Time to take it back a notch.
