Strictly speaking, that headline and the articles I've read in the Western press, suggest the idea was to incite a rebellion by clearing a path. Meaning by weakening the regime and giving the protestors the opportunity to seize the government.

It doesn't suggest they were trying what they did in Afghanistan, finding all the incels and giving them money and guns.

Trump literally said:

'We sent them a lot of guns. We sent them through the Kurds.'

And Netanjahu blamed Mossad as responsible for the failure of the protests to affect regime change.
