Ok, then what is nasa's stock value or its annual growth? Ill save you time, it doesnt have that because its not a capitalist organization and has never has been. Its a government branch. Go back to civics class.
Public private partnerships are a thing, this is what government agencies use to forward capitalist ideas.

In alot of 3p situations when technology is developed the private company gets the IP while the government just gets a license.
