I'm struggling to figure out Cruz's angle on this. I know he is a giant POS with zero redeeming qualities so something is up here.

He never intended for it to pass. He just wants to be able to say that he was on the popular side of an issue. Don't forget, he wants to be president more than anything in the world, so everything he does is about the next presidential election.

its about uncensoring hate speech im sure, so they can go on tv and spew their vitriol and sue if their hate vomit isn't aired or aired in full or some shit. they want to be able to go on the news and openly call for killing brown people and trans people. its obvious nazi shit. tolerate the intolerable under the guise of "free speech".
