J. Post lies so much, it's hard to take this seriously... But my mind toys with the idea, regardless.
I wouldn't doubt that it's been tried, with some kind of airborne delivery. Whether that delivery made use of condoms or not is questionable, how widespread or successful the attempts have been is unclear.
But it might be technically feasible, though I would not expect condoms to be the best choice.

I mean, to the extent of using a helium-filled condom as a super-inaccurate delivery device for a very small explosive or smoldering tinder, yes. Balloons, trash bags, plastic dropcloths would all work better.
Better not use a trojan. If you can make a condom into a bomb, there's a leak and it's a bad condom.
