Edit: an alternative to stremio is using sequential download in qbit. that way, you can seed too

I would imagine so, since the windscribe app still just uses wireguard/openvpn under the hood. so it most likely is enforced server side

VPNGate is free and they do offer OpenVPN config but they do keep logs unfortunately and idk if torrenting is allowed

instead of mIRC, use hexchat, it's open source and free
