That presumes there is a shortage of qualified domestic candidates.

Or perhaps it presumes a shortage of domestic workers that are both qualified and also fit into the pay scales that US employers wish to pay. That intersection may be harder for employers to find.

That problem is easily solved by adjusting the pay scales.

The problem with that solution is that then some Sociopathic Oligarch makes a billion dollars less that he doesn't need.

Corporate doesn't hire foreign teams because of lack of talent, it does because its cheaper.
