Leg weights on the ankles are extra bad because as you move your legs the interia of the the weighs keeps stressing the joints on kneed and ankles. Pulling them at the limit positions and stretching them when the movement goes to other way.
Evenly distributed weight on you back just adds downward force and legs are pretty good handling that.
