Maybe it depends on the app/platform but I only see titles when scrolling, so it sounded like he just got pulled over. Thus, not drawing attention to the bigger issue, which is the hit and run.
Peeing on yourself is bad / somewhat comical, hit and run is fucked up.
That's exactly it and it's not really a focus for the article either. I'm not blaming OP but the headline writers. They're usually the problem since most people don't read past the headline.

Saw a video of a judge that got pulled over and he really gave the cop a tongue-lashing. After the cop ran the tag and verified he was a judge he apologized profusely. Figured it worked the same for senators.
