It is conceivable that the glue was put there for another purpose, and the pigeons simply landed in it. That’s just not likely in this case

Why would anyone put glue on something and not glue anything on top?

It could also be a trap. Put glue and some food on it and see pigeons get trapped to death. That's how a lot of rat traps work.

To fasten a ducks i just use the tape; I dunno if it's rated for pigeons though.

How do you apply your gorilla glue?

Very carefully.

Prep is everything, clean the gorilla thoroughly first - do not skip this step.

Apply a thin layer to both surfaces.

The trickiest part is holding the gorilla still for a full 3 minutes for the initial bond to form.

But once that's done you're golden., it should hold until full strength is achieved after 24 hours (in normal jungle conditions).

There's a remote possibility that the glue might have been on the wall or the pigeons for some unrelated reason and they got glued to the wall all by themselves when they landed on it, I suppose.
